The Scheme aims to expand plantain cultivation across 15 districts in Bihar. Farmers can receive subsidies for up to 10 acres and access high-quality tissue-cultured plants for cultivation.
Mukhyamantri Bagwani Mission: Kela Vikas Yojana - Introduction
The Kela Vikas Yojana is a component of the umbrella scheme Mukhyamantri Bagwani Mission, launched by the Department of Agriculture, Bihar. The main objective of the scheme is to promote the commercial cultivation of horticultural crops in the state of Bihar.
This component promotes plantain cultivation across 15 districts in Bihar by providing financial assistance and quality tissue‑cultured plants. It ensures inclusivity with reserved quotas for SC, ST, and women beneficiaries. Payments are processed through DBT, and both ryot and non‑ryot farmers are eligible to apply for this scheme.
Benefits
Financial Support:
- First year: ₹46,875/- per hectare.
- Second year: ₹15,625/- per hectare.
Plant Distribution:
- Supply of high-quality tissue‑cultured plants.
Eligibility
The applicant should be a resident of Bihar.
The applicant should be a farmer.
The applicant must be from any of the following districts: Arwal, Bhojpur, Buxar, Gopalganj, Jehanabad, Kaimur, Lakhisarai, Madhepura, Nawada, Saran, Shivhar, Sitamarhi, Siwan, Supaul, Sheikhpura.
The applicant must have agricultural land of a minimum of 0.25 acres (0.1 ha) and a maximum of 10 acres (4 ha).
The applicant must be registered on the DBT portal.
Note 1: Beneficiary allocation:
- General Category: 78.56%
- Scheduled Castes: 20%
- Scheduled Tribes: 1.44%
- Women Participation: 30%
Note 2: The benefits of this scheme can be taken by ryot farmers on the basis of land documents, and non-ryot farmers on the basis of a contract form.
Application Process
DBT Registration Process:
- Visit the dbtagriculture.bihar.gov.in registration page of the DBT portal.
- Select Aadhaar verification type: OTP, BIO-AUTH, or IRIS.
- Enter your Aadhaar number and name as per Aadhaar. Click on “Authentication”.
- Enter the OTP and click on “Validate OTP”.
- Confirm the details about the “Kisan Credit Card (KCC)”. Click on “Farmer Registration”.
- In the registration page, fill in all the details properly – farmer details, land information, bank account details – and click on “Submit”.
- Validate with OTP and click on “Register” to generate the registration ID.
Note: After 48 hours of registration, farmers can apply for the scheme using the 13‑digit registration number.Online Application of the Scheme:
- Visit the official horticulture.bihar.gov.in website.
- Scroll to the bottom, confirm the checkbox, and click on “Proceed to apply”.
- On the next page, select the “Type of Applicant” and enter the “DBT Registration Number of Kisan”. Click on “Get details”.
- Fill in the required details – address, land details, etc. – and upload documents.
- Confirm the checkbox and click on “Submit”.
- An “Application Number” will be generated. Keep this for future reference.
- The printout of the filled application can also be taken using the Print option.
