The Medical Expenses for Treatment of Major Ailments scheme by the BOCW Welfare Board, Labour Department, Odisha, is a welfare scheme that provides financial assistance for the treatment of beneficiary or his/her dependents suffering from major diseases.
Medical Expenses for Treatment of Major Ailments (O.B.O.C.W.W.B) - Introduction
Under the “Medical Expenses for Treatment of Major Ailments” scheme by the Building and Other Construction Workers Welfare Board, Labour Department, Odisha, the Board shall provide financial assistance as medical expenses for the treatment of beneficiary or his/ her dependents suffering from disease of Nervous system (Brain & spine related), Cardiovascular System, Kidney and Cancer. The beneficiary should be registered at least for one year in lines of the Odisha State Treatment Fund.

Quantum of Assistance: ₹3,00,000/-.
Eligibility
For Registration as a Building/ Construction Worker:
- The applicant should be a resident of Odisha.
- The applicant should be a Building/ Construction Worker.
- The applicant should be between 18 and 60 years.
- The applicant should have engaged in building and construction work for at least 90 days in a given year.
- The applicant should not be a member of any other Welfare Fund established under any law.
For the Application of the Welfare Scheme:
- The applicant should be a registered member of the Odisha Building and Other Construction Workers Welfare Board or the applicant should be a dependent of the member.
- The beneficiary should be registered at least for one year in line of the Odisha State Treatment Fund.
- The applicant should suffer from any major diseases.

Application Process
- Step 1: To register as a beneficiary under the BOCW Welfare Board, an applicant worker should download Form-XXVII and attach all the mandatory documents (self-attested, if required).
- Step 2: Application shall be submitted to the District Labour Officers (D.L.O)/ Asst. Labour Officers/ Rural Labour Inspectors of your area.
- Step 1: A registered worker should download Form-XL and attach all the mandatory documents (self-attested, if required).

Definitions
Building worker means a person who is employed to do any skilled, semi-skilled or unskilled, manual, supervisory, technical or clerical work for hire or reward, whether the terms of employment be expressed or implied, in connection with any building or other construction work but does not include any such person:
- who is employed mainly in a managerial or administrative capacity.
- who, being employed in a supervisory capacity, draws wages exceeding one thousand six hundred rupees per mensem or exercises, either by the nature of the duties attached to the officer or by reason of the powers vested in him, functions mainly of a managerial nature.
