The scheme aims to support meritorious students from economically backward sections in pursuing higher education. Under this scheme, financial assistance is provided to students pursuing degree, post-graduate, and doctorate courses.
Haryana State Merit Scholarship Scheme - Introduction
The scheme “Haryana State Merit Scholarship Scheme” was launched by the Haryana Education Department, Government of Haryana, and aims to provide financial assistance to meritorious students from economically weaker sections to pursue higher education.
The objective of this scheme is to award Merit‑cum‑Poverty Scholarships to talented students from economically backward classes pursuing general university education for degree, post‑graduate, and doctorate courses.
Students who pass the specified public examination from Punjab University, Kurukshetra University, or any other examining body notified by the awarding authority are eligible to apply under this scheme.
Additionally, the students whose parents or guardians are citizens of India and are domiciled in Haryana State are eligible to apply.

Note: For students of integrated courses after 10+2, e.g., M.B.A., M.C.A., B.A./LL.B., B.Com., L.L.B., B.B.A./LL.B., M.F.A., etc., the scholarship amount for the initial three years will be the amount fixed for UG courses, and for the remaining period (i.e., 1, 1½, or 2 years as the case may be) will be the amount fixed for PG courses.
Conditions for Receiving Benefits:
- The applicant must maintain satisfactory academic performance.
- The applicant must comply with the institution’s discipline and attendance requirements.
Mode of Disbursement: Scholarships are directly transferred to the beneficiary’s bank account via Direct Benefit Transfer (DBT). Frequency of Disbursement: The scholarship is disbursed on a monthly basis for the entire academic year (12 months). Validity: The scholarship remains valid for the full duration of the academic program, provided the student meets the required academic and conduct standards.
Eligibility
- The applicant must be a citizen of India and a domiciled resident of Haryana.
- The applicant must have passed the qualifying examination from Punjab, Kurukshetra University, or any other recognized examining body.
- The applicant must be enrolled in a recognized course in a higher education institution in Haryana or Chandigarh.
- The applicant must have obtained at least a Second Division in the qualifying examination.
- For Rural Area Merit Scholarships, the applicant must have secured at least 40% marks in Matric/Higher Secondary (Final)/Pre-University Examinations.
- The applicant must not be receiving any other merit-based scholarship, except for need-based scholarships from specific welfare boards.
Note:
Preference/Priority/Reservation/Relaxation:
- One Ph.D./M.Phil. scholarship is exclusively tenable at Jawaharlal Nehru University, New Delhi.
- Rural Area Merit Scholarships are limited to students whose parents permanently reside and earn their livelihood in rural areas.
Exclusions
- Students receiving other merit or merit-cum-means scholarships from any other source are not eligible.
- Students who fail to pass their annual promotion examination in the first attempt will forfeit the scholarship.
- Students found involved in political activities, unlawful acts, or disciplinary misconduct will lose their eligibility.
- Students who migrate to another institution or course without prior approval will have their scholarships revoked.
Application Process
Registration Process:
- Click the Registration link at the Portal if you are a new user. Existing users can click on the login button.
- Enter the Parivar Pehchaan Patra (Family ID). A list of members will be displayed. Select your name and click the “Generate OTP” button.
- Enter the OTP received on your registered mobile number and click the “Verify OTP” button.
- After OTP verification, all the details are auto‑filled in the registration form. Cross‑check your information.
- Select your department and college, create your password, and click the “Register” button.
Application Process:
- Click the login link at the Portal and enter your user ID and password to apply for the scholarship.
- Check eligibility for the scholarship and select the scholarship scheme.
- Click the “Apply” button and provide all necessary details such as course, roll number, eligibility, etc.
- Save your application and then submit the application form after careful verification.
Application Tracking:
- The students can check their Scholarship Application Status using their Aadhaar number, academic session, and the scheme applied for.
