Deen Dayal Upadhyay Grah Aawas Vikas Yojana - Introduction
Launched in 2018, the scheme “Deen Dayal Upadhyay Grah Aawas Vikas Yojna” by the Department of Tourism, Government of Uttarakhand, aims to prevent continuous migration in the state, providing employment, familiarizing them with local culture and products. Through this scheme, the government aims to provide an unprecedented experience to domestic and foreign tourists visiting Uttarakhand, as well as for the prosperity of the local people. Now you can improve your financial condition by using your home as a tourist resting place. The scheme is implemented by the Uttarakhand Tourism Development Board (UTDB).

Benefits
Monetary Subsidies:
- 25% of the project cost in the plains or ₹7,50,000 (whichever is less) will be payable as a subsidy.
- 50% of the interest payable on the loan will be payable at a maximum rate of ₹1,00,000 per annum in the first five years.
- 50% of the interest payable on the loan will be payable at a maximum rate of ₹1,00,000 per annum in the first five years.
Non-Monetary Benefits:
- For the setup of Homestay/Home renovation, Government assistance will also be provided to eligible applicants in case of a loan taken from the bank for renovation of the house.
- The amount of SGST on the income received from home stay will be reimbursed by the department for the first three years.
- Reimbursement of the chargeable fee payable on the bond deed against the sanction of a business loan up to a limit of ₹30,00,000.
- No change of land will be required for upgradation, furnishing, maintenance and construction of new toilets up to a limit of ₹2,00,000 in old buildings.
- Hospitality training is provided to homestay operators.
- Promotion through a dedicated website and mobile app.
Mode of Disbursement:
Through nationalised/scheduled commercial banks, state cooperative banks, or regional rural banks.
Eligibility
- The applicant should be a native or permanent resident of Uttarakhand.
- The applicant should reside in the same building where the homestay is being operated.
- The applicant’s homestay building should be located outside the limits of the Municipal Corporation.
- The applicant should provide a minimum of 1 and a maximum of 6 rooms for guests.
Application Process
- Step 1: Visit the Official Portal
- Go to the official website of Uttarakhand Swarojgar Yojna.
- Step 2: Select the Scheme
- On the homepage, click on “Deen Dayal Upadhyay Grah Aawas Vikas Yojana”, it will redirect to the Scheme page.
- Step 3: Apply for the Scheme
- Click on the Apply for Scheme button.
- Step 4: Register Using Mobile Number
- You will be redirected to the login page.
- Enter your mobile number and verify using OTP.
- Click “Register” to proceed.
- After registration, you will get a unique user ID.
- Step 5: Fill in Applicant Details
- Enter your Aadhaar Number, Full Name, Email ID, Mobile Number, Gender, Date of Birth, PAN Number, Educational Qualification, Caste Category and Special Category (if any), Full Address including District, Block, Location and PIN Code.
- Step 6: Enter Unit/Project details
- Fill in details about your proposed unit: Type of Unit (New or Existing), Nature of Unit (Manufacturing / Service / Trade), Name of the Unit, Land/Plot Details (Area, Ownership Type – Self/Leased/Family), Location (District, Tehsil, Block, Village/Town), Tourism/Natural Importance of the Site (if applicable) and Availability of Infrastructure (Road, Electricity, Water, Communication).
- Step 7: Add Production/Service Details
- Select the appropriate NIC Code (industry classification), and mention the name of the product/service, estimated annual production, and unit of production.
- Step 8: Enter Financial & Scheme Details
- Choose the Scheme Category (e.g., Dairy, Boutique, Food Processing), Investment Breakdown: Capital Investment (₹), Applicant’s Own Contribution (₹), Cost (₹).
- Also include working capital, machinery/equipment quotations, construction/furniture costs, and miscellaneous expenses.
- Mention projected details: Monthly Income, Monthly Expenditure, and Net Profit.
- Step 9: Employment Projection
- Mention the number of workers to be employed: Skilled / Unskilled and Male / Female.
- Step 10: Add Bank Details
- Fill in the Bank Name, IFSC Code, Account Number, Branch Name & Address.
- Step 11: Upload Required Documents
- Attach clear scanned copies of: Aadhaar Card, PAN Card, Educational Certificates, Caste Certificate (if applicable), Land Ownership/Lease Document, Bank Passbook Copy, Quotation for Equipment/Furniture, Passport-size Photograph, and Affidavit and Detailed Project Report (DPR) (as per format).
- Step 12: Save and Proceed
- Click “Save & Next” after entering all the necessary information.
- Step 13: Final Submission
- Review the entire application form carefully.
- Click on “Final Submit” to complete your application.
