The scheme aims to provide financial assistance for new projects and for upgrading small-scale existing industries. Through this scheme, bank loans with subsidies are provided to eligible state residents.
Mukhyamantri Swarojgar Yojna - Introduction
The scheme "Mukhyamantri Swarojgar Yojana" by the Government of Uttarakhand aims to persuade enterprising youth of the State, migrants returned to Uttarakhand due to COVID-19, skilled and unskilled artisans, handicraftsmen and educated urban and rural unemployed persons to establish their own enterprise/business. Through this scheme, funding will be provided for eligible manufacturing, service establishments, and business activities via nationalised banks, regional rural banks, state cooperative banks, and other scheduled banks. The Department of Micro, Small and Medium Enterprises, Government of Uttarakhand, provides margin money as a grant, which is adjusted as a grant upon successful operation of the enterprise for 2 years.
The main objectives of the scheme are:
- For self-employment, the creation of opportunities in rural and urban areas by establishing new services, businesses and micro-industries.
- To provide employment opportunities near their areas of residence, as far as possible, to the enterprising youth, migrants returned to Uttarakhand due to COVID-19, skilled and unskilled artisans, handicraftsmen and educated urban and rural unemployed persons.
- To prevent migration from hilly and rural areas in search of jobs.
Benefits
1. Financial Assistance (Loan):
- For the manufacturing sector enterprise, the maximum project cost is ₹25,00,000.
- For the service and business sector, the maximum project cost is ₹10,00,000.
2. Margin Money as Grant (Subsidy):
- Category A: 25% of the total project cost, with a maximum of ₹6,25,000 for manufacturing and ₹2,50,000 for service and business activity, whichever is lower.
- Category B & B+: 20% of the total project cost, with a maximum of ₹5,00,000 for manufacturing and ₹2,00,000 for service and business activity, whichever is lower.
- Category C & D: 15% of the total project cost, with a maximum of ₹3,75,000 for manufacturing and ₹1,50,000 for service and business activity, whichever is lower.
Mode of Disbursement:
- Funding will be provided to eligible manufacturing, service establishments, and business activities through nationalized banks, regional rural banks, state cooperative banks, and other scheduled banks.
- Margin money is provided as a grant by the Department of Micro, Small and Medium Enterprises, Government of Uttarakhand.
Frequency of Disbursement:

- The applicant must not have availed benefits from any self-employment scheme of the Government of India or the State Government in the last 5 years, but if the applicant has received benefits five years ago from any other self-employment scheme of the Government of India or State Government and is not a defaulter, then he can get funding under the scheme for the expansion of his enterprise.
- The applicant or any single member of his family shall be benefited only once under the scheme.
- An affidavit shall have to be furnished by the applicant regarding the fulfilment of eligibility conditions.
- The applicant should be an enterprising youth of the State, a migrant returned to Uttarakhand due to COVID-19, a skilled or unskilled artisan, a handicraftsman, or an educated urban or rural unemployed person.
- The financing facility shall be available for service and business sector industries.
Preference/Priority/Reservation/Relaxation:
- Beneficiaries of special categories (Scheduled Castes, Scheduled Tribes, Other Backwards Classes, Minorities, Ex-Servicemen, Women, and Persons with Disabilities) will have to submit 5% of the total project cost as their own contribution, compared to 10% for general category beneficiaries.
- On receipt of excessive applications, the selection of beneficiaries shall be done on a First-Come, First-Served basis, considering project viability.
Exclusions
- The applicant or unit should not be a defaulter of any Nationalised Bank, Financial Institution, Cooperative Bank, or Institution.
- The applicant must not have availed benefits from any self-employment scheme of the Government of India or the State Government in the last 5 years (unless for expansion after 5 years and not a defaulter).
- The cost of land purchase will not be included in the total project cost.
Application Process
Registration Process:
- Visit the msy.uk.gov.in of Uttarakhand Swarojgar Yojnaein.
- Select the Mukhyamantri Swarojgar Yojna (MSY). Proceed by clicking on View Scheme.
- Look for a button labelled "Register" (top right corner). Click on the "Register" button.
- Enter your Mobile Number, Email, Name and Create Password. Type a strong password (e.g., mix of uppercase, lowercase, numbers, symbols) and Confirm Password, Enter PAN Card Number, Aadhaar Number, Enter Address, Select District, City, Pin Code, Enter Captcha: Look at the image displaying alphanumeric characters (e.g., 760558).
- Click on the "Register" button at the bottom of the form.
Login Process:
- Visit the msy.uk.gov.in of Uttarakhand Swarojgar Yojnaein.
- Select the Mukhyamantri Swarojgar Yojna (MSY). Proceed by clicking on View Scheme.
- Click on the "Apply for scheme" labelled button.
- A new page will appear. Enter Email ID & Password (Type the password you created during registration.) Also, enter the Captcha.
- Optional: Remember Me: If you want the browser to remember your login details for future visits on this device, click the checkbox next to "Remember Me".
- Click on the "Login" button.
- Once successfully logged in, you will likely be directed to your user dashboard or a section where you can start a new application. (Based on the "DOCUMENTS REQUIRED", you would then proceed to fill out the application form with project details and upload the necessary documents like Photograph, Aadhaar Card, Project Report, Certificates, Ration Card, etc.)
- After filling in all required details and uploading documents, click on "Submit" to finalise your application.
